About a month ago, I did a clean install of Vista Business (with format) onto the Toshiba notebook and also installed Office 2007 (without Outlook 2007). I believe Vista Business comes with At that point Device Manager adds "Mobile Devices" and "SmartPhone USB Sync" is recognized and installed correctly.
